Louise F. Fragano, 92, Carlstadt Resident CARLSTADT, N.J. -- Louise F. (Olsen) Fragano, of Carlstadt, died on Sunday, Oct. 9. She was 92. Born in 1924, Fragano was a bank clerk for Hudson United Bank in Union City for 25 years, before she retired in 1989. She is survived by her children, Carol Parsons and her husband Gene, and Joseph Fragano and his wife Mary-Grace; grandson Keith Parsons and his wife Heather; great-grandchildren Evan, Caidyn and Jillian Parsons; and sisters Marion Hurst and Barbara Jaconski. Elmsford Teens Qualify As First CERT Team in Region ELMSFORD, N.Y. -- In a joint board meeting held Oct. 5, the Elmsford Union Free School District and the Village of Elmsford honored 15 high school students who successfully completed training this summer to become Westchester County’s first Community Emergency Response Team.
