Emerson Working On Rules For Commercial Filming EMERSON, N.J. -- Emerson's Borough Council is considering an ordinance regarding commercial filming, The Record has reported.Those filming would need permits -- costing $250 a day, according to The Record -- but news companies, student films and those by charitable organizations would be exempt. According to The Record, the proposed regulation would also deal with safety standards, post-filming cleanup, toilet facilities for workers, and proving notice to nearby homes or businesses.
