2017 Budgets For Carmel, Kent Stay Under Tax Cap CARMEL, N.Y. -- The budgets for both Carmel and Kent are both beneath their tax caps, according to the Putnam Examiner, though taxes in the former are likely to go up 1.5 percent. Kent Supervisor Maureen Fleming said that makes three years running without raising taxes, and without job or benefits cuts, the Putnam Examiner has reported.
