North Castle Resident Criticizes Financing Plan NORTH CASTLE, N.Y. -- A North Castle resident has asked the state comptroller's office to review a plan the town has proposed for repairs of Long Pond Dam. According to a story in The Examiner, a letter by Albany attorney Louis Oliver Jr. on behalf of Anthony Futia urged the comptroller to make sure the town assesses more than $300,000 in repairs and debt on an ad valorem basis. Ad valorem is a tax based on the value of real estate or personal property.
