Child Sex Abuse: Capital Region Man Nabbed Years After Victimizing 2 Kids, Police Say A 35-year-old man from the Capital Region is behind bars, accused of sexually abusing two children. Warren County resident Joshua Tessier, of Glens Falls, was arrested Tuesday, Aug. 8. New York State Police announced the arrest Monday, Sept. 18. According to troopers, Tessier had inappropriate sexual contact with two children in Kingsbury in Washington County in 2020. Investigations were tipped off about the alleged abuse in April 2023.
